MEETING AGENDA
From Chevron’s objectives to the operating evidence and the next evaluation.
01 / CHEVRON’S MARINE-SERVICE OBJECTIVES
The programme brief brings crew change, supply and offtake support into one evaluation.
Plan the service around required crew-change windows and transfer arrangements.
Match routes, cargo demand and field access with the vessel’s accepted working scope.
Confirm hose and hawser requirements, operating interfaces and retained specialist support.
FSUMV introduction discussed in the client brief
Use the operating duty profile to inform the future design
What does the IPC experience establish, and what must be confirmed for Chevron?
02 / IPC OPERATING EXPERIENCE
A reference for crew change, field supply and hose-handling work.
Crew and cargo: dated departure and arrival reports, with operating photographs.
Hose handling: operating experience, the investigation record and the subsequent risk assessment.
Service delivery: IPC’s dated feedback and the replacement-vessel chronology.
02 / IPC OPERATING EXPERIENCE
PH Leo · Kemaman ↔ Bertam · 11 August–9 September 2026
Five additional cargo legs report percentages, not tonnes. They are included in the duty mix and excluded from the weight total.
A vessel used repeatedly for different logistics tasks, with four legs carrying both passengers and cargo.
02 / IPC OPERATING EXPERIENCE
Crew rotations and an evening cargo run share the same vessel in sequence.
This demonstrates scheduling in practice. It does not establish simultaneous capacity or a measured reduction in fleet cost.
03 / OFFTAKE HANDLING & SERVICE ASSURANCE
The 3 June investigation records the hose mooring line being connected to the tugger winch.
The September assessment describes messenger-rope transfer; the hauling winch is not identified.
Identified winch, rated pull, brake holding, witnessed test and the accepted hose/hawser arrangement.
03 / OFFTAKE HANDLING & SERVICE ASSURANCE
“the condition of PH Leo
is highly satisfactory”
Crew discipline, HSE practices, housekeeping and safety-equipment readiness were highlighted.
The same note raised connectivity and passenger-welfare suggestions. This inspection predates the June incident.
Rope entanglement damaged the port-outer gearbox. No injury, pollution or hose damage was reported.
Signed certificate records delivery at Kemaman, 09:00 local.
Training completion reported; the Master returned the revised hose assessment. Full action closeout still requires evidence.
03 / OFFTAKE HANDLING & SERVICE ASSURANCE
Actual deployment record · 5–11 June 2026
From PH Leo off-hire to the first recorded replacement.
PH Prestij supported the crew movement while BW131 was deployed.
Agree cover, lead time and responsibility before combining the scope.
04 / APPLICATION TO CHEVRON
Illustrative duty windows · a planning discussion, not Chevron’s actual schedule
Crew windows, field access, offtake commitments and stop-work triggers.
Accepted asset, readiness, mobilisation time and escalation owner.
Include retained and substitute vessels in the same comparison.
04 / COMMERCIAL EVALUATION
Compare the complete service for the same work and operating windows.
A dedicated crewboat and occasional crewboat hire create different economics.
Invented assumptions. No IPC rates, supplier quotation or measured saving is represented.
05 / DISCUSSION & NEXT STEPS
Proposed next step: define one Chevron operating scenario for joint evaluation.
Routes, volumes, service windows, offtake interfaces and the cover needed for overlapping work.
Released and retained vessel days, all fuel and support, clear substitution obligations.
Review a nominated configuration, accepted scope and complete economics before deciding whether to proceed.
Repeated multi-duty use. IPC’s dated feedback.
The real operating lesson and replacement response.
